San Joaquin Regional Climate Collaborative
The San Joaquin Council of Governments (SJCOG) and its partners in 2022 were awarded a $1.75 million California Strategic Growth Council (SGC) grant to form the San Joaquin Regional Climate Collaborative to implement six strategies focusing on climate education and outreach in three communities of focus, Lodi, Stockton, and Tracy.
In 2018, state Senate Bill 1072 established SGC's Regional Climate Collaboratives (RCC) program to fund climate mitigation and adaptation efforts in under-resourced communities. The program funds collaboratives to help carry out activities that support those communities in finding funding and resources to plan and implement climate mitigation, adaptation, and resiliency projects.
SJCOG has focused on climate resilience and adaptation for some time. In 2020, a Climate Vulnerability Assessment for the region was completed, and it projected future climate risks to the transportation system and communities. The Regional Resiliency Implementation Plan was finalized in 2022, identifying strategies, partners, and funding opportunities. SJCOG later pursued funding from the SGC after public input, interviews, and a stakeholder working group made recommendations, including the creation of a climate working group.
The team completed the San Joaquin RCC Community Engagement Plan in April 2024. This document outlines our effort to make our project deliverables community driven.
Communities of Focus Map

Our Work
The San Joaquin Regional Climate Collaborative will complete several projects to improve climate education and resiliency during the three years of the grant. These projects will include creating educational workshops, a clearinghouse, community surveys, and more.
California Adaptation Clearinghouse
This state site is a searchable database of resources organized by climate impact, topic, and region for local, regional, and statewide climate adaptation planning and decision-making. The San Joaquin RCC has compiled this resource to help people find information on projects, reports, studies, and other current efforts throughout California to help educate the public on climate impacts and resiliency.
You may find these resources on California's Adaptation Clearinghouse website.
A Sustainable Neighborhood Plan (SNP) is a community’s vision for a more livable and equitable neighborhood by integrating environmental, social, and economic solutions. It also serves as a framework to guide projects and policies that improve quality of life and address community needs, especially in vulnerable areas.
While this SNP focuses on specific Communities of Focus in Stockton, Lodi, and Tracy, this does not mean other areas are free from climate challenges. These communities were prioritized due to historic disinvestment and limited access to resources, making them more vulnerable. Focusing efforts here helps build a foundation for broader, more resilient strategies across the San Joaquin region.
