[ARCHIVED] SJCOG Releases Draft Program EIR for the 2018 RTP/SCS

SJCOG has prepared a Draft Program Environmental Impact Report (Program EIR) SCH#2017032042, in accordance with the California Environmental Quality Act for the 2018 Regional Transportation Plan/Sustainable Communities Strategy (2018 RTP/SCS). The Draft Program EIR was released for public review and comment on March 13, 2018.  

Under the law known as the California Environmental Quality Act (CEQA), SJCOG must prepare a "program-level" Environmental Impact Report (Program EIR) to inform residents and decision makers of the potential environmental impacts that could result from implementing the 2018 RTP/SCS. Rather than analyze individual projects or policies, the Program EIR looks at potential environmental impacts of the Plan as a whole. Individual projects are required to separately comply with CEQA and/or the National Environmental Policy Act (NEPA), as applicable.

The Draft EIR contains an Executive Summary, and is organized into three main sections: Introduction and Project Description; Approach to the Analysis and Analysis Results by Subject Area; Alternatives to the Proposed Plan and Conclusions. The Draft EIR is supported by appendices documenting analysis assumptions and results.

The Draft Program EIR is available electronically at www.sjcog.org/eir. The previously released Draft 2018 RTP/SCS is available at www.sjcog.org/rtp.  A print copy, including the Technical Appendices, is available for review at the SJCOG Offices, 555 East Weber Avenue, Stockton. You may submit a request for a print copy or CD by calling (209) 235-0600.

SJCOG has scheduled two public hearings and a series of public presentations/open houses throughout the county for comment on the draft Plan. Residents who attend these events will have the opportunity to hear its local and regional impact; ask questions; and offer comments on the draft Plan's goals, proposed growth patters, transportation investment strategy, and key actions identified to address ongoing and long-term regionlal challenges. The 45-day public comment period began March 13, 2018 and ends April 26, 2018.
