The San Joaquin Council of Governments (SJCOG) invites bids for the construction of the State Route 99 / State Route 120 Connector Project, Phase 1A.
Bid Acceptance and Opening: San Joaquin Council of Governments (“SJCOG”) will accept sealed bids for its SR 99/SR 120 Interchange Project EA 10-1M290 (“Project”), by or before 2:00 PM on April 12, 2024 electronically on https://procurement.opengov.com/portal/sjcog. Bids will be publicly opened immediately thereafter.
Location and Description: The Project is located at SR 99/ SR 120 Interchange in San Joaquin County, in and near City of Manteca. Work includes widening the eastbound SR 120 to southbound connector ramp from one-lane to two-lanes; removal of the Austin Road Overcrossing and replacing with a new four-lane structure spanning SR 99 and UPRR; adding a new connecting road from Austin Road to East Woodward Avenue and Moffat Boulevard and modify the existing UPRR gated crossing at East Woodward Avenue to conform to the new connector road; modifying the existing northbound Austin Road exit ramp to conform to the higher overcrossing profile grade.
Time for Completion: Contract time to be three hundred and sixty (360) working days.
License: In accordance with the California Public Contract Code 20103.5 when federal funds are involved in local agency contracts, no bid shall be invalidated by the failure of the bidder to be licensed in California at the time of bid opening. However, at the time of award, the selected contractor shall be properly licensed in accordance with the laws of the State and SJCOG. The contractor shall possess a valid Class A, General Engineering Contractor license prior to award of Contract or other license qualifying the bidder to bid as a prime Contractor, prior to award of Contract as approved by Council. Said license shall be maintained during the contract period. It is the Bidder’s and Contractor’s responsibility to obtain the correct Contractor’s licenses. Bidders shall be skilled and regularly engage in the general class or type of work called for under this contract.
DIR Registration: Contractor must submit proof of DIR Registration ten days after bid opening.
Contract Documents: Bids are required for the entire project work and shall be made upon the Bid Forms in accordance with the Instructions to Bidders. Prevailing Wage Requirements: The work is to be done in San Joaquin County. Pursuant to California Labor Code Section 1773, SJCOG has ascertained the General Prevailing Rate of Wages in the County in which the work is to be done to be as determined by the Director of Industrial Relations of the State of California. The Contractor is hereby made aware that information regarding prevailing wage rates may be obtained from the State Department of Industrial Relations and/or the following website address: http://www.dir.ca.gov/dlsr/DPreWageDetermination.htm. The Contractor is required to post a copy of the applicable wage rates at the job site. Attention is directed to Section 7 “Legal Relations and Responsibility” of the Standard Construction Specifications. The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are set forth in the Project Manual and in copies of this book that may be examined at the offices described above where project plans, special provisions, and bid forms may be seen. Addenda to modify the Federal minimum wage rates, if necessary, will be issued.
Bonds: The successful bidder will be required to provide performance and payment bonds, each for 100% of the maximum Contract Price.
Substitution of Securities: Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code section 22300.
Subcontractor List: A completed Subcontractor List form must be submitted with the Bid Proposal in accordance with the Instructions to Bidders.
DBE: The Disadvantaged Business Enterprise (DBE) goal is 23%.
