The Active Transportation Program (ATP) Cycle 4 Call for Projects is now open. Please review the California Transportation Commission’s ATP Guidelines and visit the Caltrans ATP Cycle 4 website for more detailed information, including the application, instructions, and documents you must have in order to prepare and submit an application.  

Senate Bill 1 directs $100 million annually from the Road Maintenance and Rehabilitation Account to the ATP. When combined with other state and federal funds in the ATP, $446 million will be available in ATP Cycle 4. Of this total, $223 million will be available in the statewide component, and $3,514,000 will be available to SJCOG via the regional component of the program.  (Note: For an application to be considered by SJCOG in the regional component, it must also have been submitted for the statewide portion of the program. This change reduces administrative burden by ensuring that all funded projects have applications that fit the state format.) 

The ATP application now includes five project types. The questions in the application form will change depending on which project type is selected. The project types are:

  • Large Project, Infrastructure only or Infrastructure/Non-Infrastructure (Total project cost greater than $7M)
  • Medium Project, Infrastructure only or Infrastructure/Non-Infrastructure (Total project cost from $1.5M to $7M)
  • Small Project, Infrastructure only or Infrastructure/Non-Infrastructure (Total project cost under $1.5)
  • Non-Infrastructure – Education, encouragement, and enforcement activities that further the goals of the ATP
  • Plan – The development of a community-wide bicycle, pedestrian, safe routes to school, or active transportation plan

Applications are due July 31, 2018. Electronic Applications must be submitted to Caltrans by July 31, 2018 by 11:59 and hard copies must be postmarked July 31, 2018. Applications should be mailed to Caltrans at the following address:

One electronic copy must also be submitted to SJCOG by the deadline. Delivery of applications to SJCOG via email, thumb drive, or CD is acceptable. SJCOG is not requiring agencies to submit a separate application for the MPO process, and we will be using the same scoring criteria and scoring rubrics as the Statewide process.
