Clean Transportation Workforce Plan

In 2021, the San Joaquin Council of Governments (SJCOG) secured funding from a CARB Sustainable Transportation Equity Project (STEP) grant to establish a workforce program focused on electric vehicle (EV) carsharing and e-bike sharing. This program was part of a larger initiative to introduce clean transportation options in disadvantaged areas of Stockton and to develop a career pipeline in shared mobility operations, including EV maintenance, repair, and fleet management.

Recognizing the need for a long-term strategy, SJCOG conducted research in 2024 to develop a clean transportation workforce development plan. The plan includes:

  • An analysis of labor market and economic data to understand the demand for skills and competencies related to e-bike, EV maintenance and repair, and EV charger installation
  • A literature review of similar green transportation initiatives nationwide
  • Engagement with workforce, education, economic development and industry representatives to understand regional conditions
  • Recommendations to further clean transportation workforce development in San Joaquin County

The objective of the plan is to ensure the region is prepared to meet the growing demand for clean transportation jobs as investments in clean transportation continue to expand.

SJCOG is currently seeking funding opportunities to implement recommendations identified in the Plan.
