The federal government’s Moving Ahead for Progress in the 21st Century Act (MAP 21) was enacted in 2012 establishing a performance-based planning and programming (PBPP) framework. Its objective was to invest in projects that make progress in achieving national transportation goals. The most recent federal transportation bill, Fixing America’s Surface Transportation Act of 2016 (FAST Act), carries forward the same performance management framework. The state Department of Transportation (i.e., Caltrans) is required to establish targets for performance measures to achieve national transportation goals. To further support meeting Caltrans’ targets, metropolitan planning organizations (MPO) were required as of 2018 to either support the targets provided by Caltrans or identify their own targets. The San Joaquin Council of Governments (SJCOG), as the MPO for San Joaquin region, opted to support the targets provided by Caltrans.  

SJCOG reports on the following performance measures (PM) that are split into three groupings: 

  • Safety (PM 1)
  • Asset Management (PM 2)
  • Travel Reliability, Goods Movement, Air Quality and Congestion (PM 3)

Federal Transit Administration (FTA) established performance measures and reporting requirements for transit asset management (TAM) and transit safety. Transit operators who receive federal financial assistance under Title 49 U.S. Code Chapter 53 as a recipient or subrecipient must generate a TAM plan with targets. For transit operators who are recipients and subrecipients of federal financial assistance under the Urbanized Area Formula Program (49 U.S.C. § 5307), a public transportation safety plan (PTSP) with targets is required.
