The San Joaquin Council of Governments (SJCOG), as Lead Agency, has published a Notice of Preparation (NOP) to prepare a Program Environmental Impact Report (Program EIR) in accordance with the California Environmental Quality Act (CEQA) for the 2026 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS).
This NOP is being circulated to obtain input regarding the scope and content of the environmental analysis to be included in the Program EIR for the 2026 RTP/SCS. SJCOG seeks input from local, state, and federal agencies, as well as other interested parties, on issues relevant to the RTP/SCS.
The NOP, including project description, location, and the expected scope of environmental analysis to be addressed in the EIR, is available on the SJCOG’s website.
Due to the time limits mandated by state law, your response must be received within 30 days of the release of the Notice of Preparation (April 24, 2025). Please mail comments to Edith Verdin at SJCOG, 555 E. Weber Avenue, Stockton, CA 95202, or email them to rtp@sjcog.org no later than May 27, 2025.
A hybrid scoping meeting to receive public input on the scope of the Program EIR will be held hybrid.
Participants can attend in person at SJCOG office, 555 E Weber Ave., Stockton CA, 95202, or through Zoom on Tuesday, May 13, 2025, from 12:00 to 1:00 PM.

El Consejo de Gobiernos de San Joaquín (SJCOG, por sus siglas en inglés), como Agencia Principal, ha publicado un Aviso de Preparación (NOP, por sus siglas en inglés) para preparar un Informe de Impacto Ambiental del Programa (EIR del Programa, por sus siglas en inglés) de acuerdo con la Ley de Calidad Ambiental de California (CEQA, por sus siglas en inglés) para el Plan Regional de Transporte /Estrategia de Comunidades Sostenibles (RTP/SCS, por sus siglas en inglés) de 2026.
Este NOP se distribuye con el fin de obtener comentarios sobre el alcance y contenido del análisis ambiental que se incluirá en el EIR del Programa para el 2026 RTP/SCS.
