Local Street Repair and Local Street Safety

Filling potholes, maintaining driving surfaces, and adding roadway safety features are important to pedestrians, cyclists and motorists throughout San Joaquin County. People who live, work and travel in San Joaquin County benefit directly from these projects that are at least partly funded by Measure K. Money from Measure K’s Local Street Repair fund goes to repairing streets and the Local Street Safety fund pays for adding fog reflectors, median barriers, roadway shoulders, and other safety features. In Fiscal Year 2024-25, nearly $34.68 million went to the San Joaquin Council of Governments’ member jurisdictions of Escalon, Lathrop, Lodi, Manteca, Mountain House, Ripon, San Joaquin County, Stockton and Tracy. The benefits from the projects in these categories include improving safety, fixing deteriorating streets and roads, and improving traffic flow, which can reduce greenhouse gas emissions and improve air quality. 

Valdapena Way Waterline, ADA Ramps and Road Improvements
Between Riesling Way & Sanchez Way – Escalon

Vadlapena 1The work for this project was on Valdapena Way, Barbera Court and 
Muscat Court in an older subdivision on the west side of the City of 
Escalon. The subdivision’s age meant that the streets and utilities were 
beginning to fail and yearly maintenance increasing. This project
included replacing the existing 8-inch Transite pipe waterline with a new 
8-inch PVC waterline. All existing residential waterlines were upgraded 
to 1-inch services. Due to the age of the streets and demolition needed to 
install the new water pipeline, the roadways were resurfaced with a 
2-inch asphalt grind and 51,220-square-foot overlay throughout the 
project area. All American With Disabilities Act accessible curb ramps 
were replaced with new ADA-compliant curb ramps. The project was completed in Fiscal Year 2024-25 and delivered on 
time and within budget.

Lodi

Measure K contributed nearly $2 million toward the City of Lodi’s general street repair and safety work that included 
applying crack seal to more than seven miles of roadway, placing more than 600 tons of asphalt, replacing more than 
9,200 square feet of sidewalk, cleaning up nearly 800 homeless and illegal dumping sites, and abating more than 1,500 
graffiti sites.

Ripon

The City of Ripon used Measure K Local Street Repair and Local Street Safety for its South of Main Resurfacing Project 
to improve safety for pedestrians, bicyclists and motorists, while protecting the investment in vital infrastructure. The 
project included resurfacing various streets near Vera Avenue, Fourth Street, 7th Street and Robert Avenue. It spanned 
about 7.7 miles and covered 162,500 square yards of asphalt, which was resurfaced with various combinations of asphalt 
rubber cape seals, Class II slurry seals and micro seals. Also included were dig-out and repair sections, striping removal 
and restoration, and concrete work. Americans with Disabilities Act accessible sidewalks and ramps were included. The bid 
for the project was awarded in April 2024, and it was completed and accepted by Ripon City Council in March 2025. 

Countywide Resurfacing Program – San Joaquin County

San Joaquin County in Fiscal Year 2024-25 awarded contracts to resurface 46.1 miles of county roadways. Measure K 
funds were used to support the construction engineering and contract administration activities of these projects.County Rd Main 1

Chip Seal 2024-25 & Crack Seal 2025 – San Joaquin County

County Rd Main 3More than $3.86 million in Measure K funds were 
used by San Joaquin County in Fiscal Year 
2024-25 for chip sealing about 35 miles of county 
roadways in 2024 and 31 miles in 2025. This is 
part of a seven-year cyclical chip seal program to 
preserve the condition of county roadways. 
Another $663,000 in Measure K funds was used 
by the county to treat 31 miles of existing urban 
and rural county roads with crack seal material 
to mitigate water intrusion and preserve the 
condition of the roads.

Bridge Approach Guard Railings Replacement – San Joaquin County

Measure K funds were used by San Joaquin County to upgrade five existing and outdated bridge approach guardrail 
systems with an approved standard guardrail system.
