dibs is the San Joaquin Council of Governments’ Transportation Demand Management Program promoting smart travel options, such as carpooling, vanpooling, riding transit, biking and walking to work to reduce traffic congestion, cut vehicle emissions and miles traveled, and improve air quality. This is done through employer outreach, marketing, and offering tools and incentives for commuters to make a change.  

San Joaquin County Vanpool Program

vanpool vandibs vanpools are one of the most effective transportation options 
to reduce congestion and improve air quality in the region. The San           
Joaquin Council of Governments (SJCOG) partners with Commute          
with Enterprise to provide efficient, convenient and affordable         
transportation for today’s commuters. Data collected by vanpool        
drivers for the Federal Transit Administration’s National Transit       
Database program has the potential of increasing transit funding      
for San Joaquin County. Measure K offers monthly monetary     
incentive to vanpool drivers who collect the data and report it via    
Enterprise’s vanpool online portal. For Fiscal Year 2024-25, the   
results were: 
31 new vanpools, 369 total vanpools, 30.1 
million vehicle miles reduced, and 
307,008 vehicles off the 
road.

San Joaquin County Park-and-Ride Lots

Park and RidePark and ride lots offer a convenient location to transfer from a single 
passenger vehicle or bicycle to a carpool, vanpool or transit option. The San 
Joaquin Council of Governments (SJCOG) works with the San Joaquin 
Regional Transit District to implement a park and ride lot program by 
collaborating with local organizations and businesses to provide spaces for 
commuters to make it convenient for commuters and transit users. Measure 
K funds two leased lots throughout San Joaquin Valley providing commuters 
a meeting place before their travels. These lots complement the existing lots 
developed by cities and Caltrans.
