Local Street Repair and Local Street Safety

Filling potholes, maintaining driving surfaces and adding roadway safety features are important to pedestrians, cyclists and motorists throughout San Joaquin County. People who live, work and travel in San Joaquin County benefit directly from these projects at least partially funded by Measure K. Money from Measure K’s Local Street Repair fund goes to repairing streets and the Local Street Safety fund pays for adding fog reflectors, median barriers, roadway shoulders, Safe Routes to Schools, and more. In Fiscal Year 2023-24, nearly $30 million went to these projects. The benefits from these projects include improving safety, fixing deteriorating streets and roads, and improving traffic flow, which can reduce greenhouse gas emissions and improve air quality.

Valdapena Way Waterline, ADA Ramps and Road 
Improvement Plan – Escalon

Measure K contributed to improvements in an older subdivision in the City of Escalon. The aging roads
in the neighborhood will be demolished to replace an aging waterline with a modern PVC line and
upgrade residential waterlines. Because of their age and the work to replace the water lines, Valdapena
Way, Barbera Court and Muscat Court will be resurfaced with a 2-inch asphalt grind and overlay. All
ADA accessible curb ramps will be replaced and new ADA compliant curb ramps installed. The design  
for this project is complete, the project has been bid and awarded, and a construction schedule was
expected in October 2024.
Valdapena Way Waterline

Irwin Avenue Waterline and Roadway Improvement Plan
– Escalon

Working on utilities and roads in an aging neighborhood in the City of Escalon will require waterlines be
replaced and Irwin Avenue resurfaced. Measure K contributed to the work so far. The waterline in the 
neighborhood and to homes will be upgraded. Due to the roadway age and demolition needed to install 
the new water pipeline, the roadway will be resurfaced with a 2-inch asphalt grind and overlay. All ADA 
accessible curb ramps will be replaced and new ADA compliant curb ramps installed. The design for  
this project is nearing completion with a bid advertisement scheduled for early  2025 and construction in 
late spring of 2025.
Irwin Avenue Waterline. Escalon

Sidewalk Improvements and Street Maintenance – Lodi 

The City of Lodi owns, operates and maintains about 200 miles of streets and 400 miles of sidewalk. 
Measure K contributed to multiple sidewalk improvements, ADA ramp improvements, trip hazard 
prevention and the city’s Street Maintenance Operations completed in Fiscal Year 2023-24.

South of Main Resurfacing Project – Ripon

This project includes the resurfacing of streets near Vera Avenue, Fourth Street, 7th Street and Robert 
Avenue. Measure K contributed to the project that spans about 7.7 center line miles and covers 162,500 
square yards of asphalt, which will be resurfaced through various combinations of asphalt rubber cape 
seals, slurry seals and micro seals. The project includes digging out and repairing sections, striping 
removal and restoration, and concrete work. Bid was awarded in April 2024.
Ripon South of Main resurfacing

Countywide Resurfacing Program and Sealing – San Joaquin
County

San Joaquin County awarded contracts for the resurfacing of 25 miles of county roadways in Fiscal Year 
2023-24. Measure K funds helped to support the construction engineering of these projects. Measure 
K funds also go toward the county's efforts to apply chip sealing to about 35 miles of roads throughout the
county as part of its seven-year cyclical chip seal program to preserve the condition of county roadways. 
The county also treated about 24 miles of urban and rural roads with crack seal to mitigate water 
intrusion and preserve the condition of county roadways.

Kennefick Road Flood Control – San Joaquin County

Measure K funds were used to help in all phases of this project to replace the current temporary underground 
pipe culverts that were installed as part of emergency repair work with three reinforced concrete box 
culverts and rebuilding the roadway with a raised roadway profile.

Duncan Road and Comstock Road Roundabout – San Joaquin 
County

Construction was completed on the Duncan Road and Comstock Road rural roundabout. The project 
included installing new street lighting to improve traffic operations and safety. Measure K helped fund 
preliminary engineering and acquiring right-of-way.

Neighborhood Traffic Management Program – Stockton

Measure K funds are used each year to help City of Stockton install traffic calming measures such as 
speed humps, speed cushions, traffic circles, and more. The city’s staff works with eight to 16 
neighborhoods per year to develop and create traffic calming plans that offer viable solutions to each 
neighborhood’s specific traffic concerns. Through the implementation of the community-based traffic 
calming program, the City of Stockton can improve neighborhood safety and livability by providing 
residents the resources they need to reduce speeding, traffic volumes, and address other traffic related 
issues.

Street Patch and Overlay Program – Tracy

Measure K contributed to the design and construction of the City of Tracy’s pavement rehabilitation work 
on Lowell Avenue between Orchard Parkway and Tracy Boulevard, and Lincoln Boulevard between Lowell 
Ave and Eleventh Street.

Annual Pavement Rehabilitation Program and Slurry Seal – 
Tracy

Measure K contributed to the design and construction of the City of Tracy’s slurry seal and annual 
pavement rehabilitation programs. That included pavement repair, asphalt grinding, asphalt concrete 
paving, slurry seal, signage and striping of approximately 5.8 centerline miles of road in several 
neighborhoods. In Fiscal Year 2023-24, there was design work on road rehabilitation for Tracy 
Boulevard from 11th Street to 6th Street, and from Beechnut Avenue to Center Court, and on Grant Line 
Road from Walmart Driveway to Naglee Road. There was also design work for resurfacing work on Tracy 
Boulevard between Lowell Avenue and Grant Line Road, and patch repair on Corral Hollow Road 
between 11th Street to Parkside Drive and MacArthur Drive between 11th Street to Grantline Road.
