Rail Transit
Traveling by rail is a great, inexpensive way to commute or simply get around the Central Valley and beyond for work, recreation, entertainment and culture. Measure K is helping to make travel by rail even more convenient with funding for these projects:
SJRRC and ACE Operations
The Altamont Corridor Express (ACE Rail), owned by the San Joaquin Regional Rail Commission
(SJRRC), is a commuter rail service connecting Stockton and San Jose. Measure K is used to help fund
this service and other SJRRC projects to expand passenger rail service throughout the Central Valley.
ACE is continuing its special event trains to Levi’s Stadium in Santa Clara, home of the NFL’s San
Francisco 49ers. Ridership for Fiscal Year 2023-24 increased 43% over the previous fiscal year from
474,498 to 680,856 for a daily average of 2,480. ACE is forecasting that the ridership growth
will continue in Fiscal Year 2024-25 to 774,000 riders, or 2,975 daily riders.
Rail Maintenance Facility Expansion
Construction of the ACE Rail Maintenance Facility (RMF) in the 1000 block of East Alpine Avenue in
Stockton was partially funded by Measure K. Measure K funds are also helping to pay to expand the
facility used to maintain and store the ACE fleet and new Caltrans railcars for the Intercity Rail Service.
This will make the RMF one of the busiest such facilities in California. Measure K money is also used
for preventative maintenance and rehabilitation work at the RMF. Expanding the RMF is needed for
this maintenance and rehabilitation work and anticipated demand from the Valley Rail and ACE
expansions. The project will add to the current maintenance shop building, alterations of the office
mezzanine, and a new parts storage building. Construction on the facility began in 2022 and is now 40%
complete with finished interior utilities and exterior drainage, gas, and water utilities. Construction will
be completed in Fiscal Year 2023-24.
ACE Valley Rail Expansion
The ACE Valley Rail Expansion includes a northern segment of stations and a train layover facility
between Stockton and Natomas and the southern segment of stations and several interim train
layover facilities between Lathrop and Merced. Valley Rail adds 120 miles of expanded service
connecting three new counties and even more communities. The joint San Joaquin Regional Rail
Commission and San Joaquin Joint Powers Authority leverage both the ACE and San Joaquins
services to bring sustainable transportation funding to the San Joaquin Valley. The Measure K helps fund
the related general program, project management and consulting services.
ACE Capital Spare, Preventative Maintenance & Rolling Stock
A goal of the Altamont Corridor Express (ACE Rail) is to consistently deliver clean and reliable equipment
as an important part of the passenger experience. Measure K ensures that ACE passenger rail equipment
is maintained in a state of good repair and works toward procuring new equipment for ACE expansion.
Buying new equipment for ACE provides the vehicles needed for start-up of the Valley Rail Expansion
Program in 2026. The Measure K funding helped SJRRC to acquire 16 passenger cars, five passenger
coaches, five cab cars, and two locomotives. The passenger car project is scheduled to be completed by the
end of 2024.
