Congestion Relief

Everyone who lives, works and travels in San Joaquin County benefits from congestion relief projects because they generally increase traffic safety for pedestrians, bicyclists and motorists, improve traffic flow, beautify city gateways, lower vehicle miles traveled, reduce greenhouse gas emissions, and enhances air quality. Those projects help to move people and goods throughout the region, so they're also good for the regional economy. Nearly a third – 32.5%, or nearly $12.3 million, in Fiscal Year 2022-23 – in Measure K funding was used for regional improvements to reduce traffic congestion on highways and roadways in San Joaquin County.

State Route 99/120 Connector Phase 1A - Manteca

Rebuilding the State Route 99/120 interchange in Manteca will greatly improve traffic safety, ease congestion, reduce greenhouse gases, and improve air quality to allow motorists and goods to move more safely and smoothly throughout San Joaquin County and beyond.  The project, managed by the San Joaquin Council of Governments in cooperation with Caltrans and city of Manteca, will be completed in three phases and is one of several priority projects to greatly improve travel and safety along the SR 99 corridor. Phase 1A will include constructing a second lane on the connector from eastbound SR 120 to southbound SR 99, and auxiliary lanes. Austin Road at SR 99 will be partially closed and the overcrossing demolished to allow for a new longer overcrossing to accommodate the auxiliary lanes and provide a railroad grade separation over the Union Pacific Railroad Fresno Subdivision. The northbound off-ramp and southbound on-ramp at Austin Road will remain open. There will be a new alignment of Woodward Avenue to Austin Road with a connection to Moffat Boulevard to preserve local road access to the modified interchange. Measure K funding in 2022-23 covered planning stages and Phase 1A construction is targeted to begin in mid-2024. Once complete, Phase 1B, which will widen northbound SR 99 to the westbound connector, could begin in late 2026. Phase 1C will complete the Austin Road Interchange and local road improvements.

State Route 99/Turner Road Interchange - Lodi

The State Route 99 and Turner Road Interchange project diverts traffic away from residential neighborhoods and an elementary school, increases safety for pedestrians, bicyclists and motorists, upgrades the on- and off-ramps, and enhances the appearance for one of Lodi’s gateways. Groundbreaking for the project was in October 2022 and it opened to traffic in December 2023. The project improves the local traffic circulation by converting the portion of North Cherokee Lane between Pioneer Drive and the Turner Road loop-ramp from a one-way street to allowing two-way traffic. A new roundabout at the SR 99 offramp/Turner Road loop-ramp intersection will control traffic.
