The San Joaquin Council of Governments (SJCOG) is soliciting proposals from qualified firms to assess the Surface Transportation Assistance ACT (STAA) route network in San Joaquin County. The main objective is to update the existing STAA route system for San Joaquin to better serve area companies, particularly in the transportation and warehouse industry sectors, including e-commerce. The results of this study will provide a recommended action list of modified or new STAA route designations, along with supporting infrastructure improvements, that may become projects in the future. In addition, this study will help revamp SJCOG's Job Balancing Investment Fund (JBIF). 

The purpose of SJCOG in issuing this solicitation is to provide an opportunity to qualified consultant teams to submit cost and methodology proposals for consideration. The attached RFP identifies the scope of services in support of this work. Responses to this RFP must be submitted and received by SJCOG no later than 4 PM on Thursday, February 11, 2021
