Chapter 3: The Building Blocks Policies and Supportive Strategies

In Chapter 3 the Plan's policy element is discussed in detail.  

Chapter 4: Financing the Transportation System

Chapter 4 reviews the Plan's investment strategy for San Joaquin's transportation system.

Chapter 5: Performance of the Sustainable Communities Strategy

Chapter 5 covers the performance outcomes attributable to Plan investments and how the RTP/SCS seeks to address the needs of the San Joaquin region.
