Draft 2022 RTP/SCS


The Draft 2022 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) is a long-range vision and investment plan that provides a comprehensive look at future transportation needs in San Joaquin County. The RTP/SCS considers future population growth and housing needs, and economic, environmental and public health goals. The plan maps out how the region will integrate transportation and land use, with the ultimate goal of providing transportation options to help the region grow in a financially and environmentally responsible way. Federal and state regulations require every region in California to adopt an RTP/SCS in order for transportation projects to qualify for federal and state funding. 

The 55-day public comment and review period for the Draft 2022 RTP/SCS will begin on June 7, 2022 and end at 5 p.m., August 1, 2022. To view the Draft 2022 RTP/SCS plan, click "Access the Plan" below. You may also find physical copies at selected local public library branches or at the SJCOG building, 555 E Weber Ave, Stockton. The SJCOG building is open to the public between 8 a.m. to 5 p.m., Tuesday through Thursday.

Draft Environmental Impact Report (EIR)

Draft Release Date: June 24, 2022

Under the law known as the California Environmental Quality Act (CEQA), SJCOG must prepare a program-level environmental impact report (EIR) to inform citizens and decision-makers of potential environmental impacts that could result from implementing the RTP/SCS. The 45-day public review and comment period will be from June 24, 2022 to 5 p.m. Aug. 8, 2022.  

Draft Federal Transportation Improvement Program (FTIP)

Draft Release Date: July 1, 2022

The Federal Transportation Improvement Program (FTIP) is a federally mandated program that lists every transportation project that will receive federal funds or that is subject to federally required action. Projects within the FTIP have been found to be consistent with the RTP. The 30-day public review and comment period begins July 1, 2022 and ends 5 p.m. Aug. 1, 2022.
