Congestion Mitigation Air Quality (CMAQ)

The Congestion Mitigation and Air Quality (CMAQ) Improvement Program was created in 1991 under the Intermodal Surface Transportation Efficiency Act (ISTEA) to support surface transportation projects and other related efforts that contribute air quality improvements and provide congestion relief. CMAQ has seven major project categories:

  • Transit
  • Shared Ride
  • Traffic Flow Improvements
  • Demand Management
  • Pedestrian/Bicycle
  • Inspection/Maintenance (I/M) and other Transportation Control Measures (TCMs)
  • Surface Transportation Program (STP)/CMAQ


CMAQ Program Call for Projects
SJCOG is soliciting projects for the CMAQ Program.  There is approximately $23.65 million available for eligible projects in San Joaquin County, to be programmed in FY 18/19, 19/20, and 20/21.  

Applications are due by 5:00 pm on January 13, 2017, and must include completed Air Quality Emission Calculations.  Please submit ten hard copies and one electronic copy your application packages to: Ryan Niblock, Senior Regional Planner, San Joaquin Council of Governments, 555 E Weber Ave., Stockton, CA 95202. No Postmarks, faxes or e-mails of the applications will be accepted.
