The 2014-2040 Regional Transportation Plan and Sustainable Communities Strategy (RTP/SCS) represents a new chapter in the development of the San Joaquin region's transportation system. Referred to as "the Plan," it includes programs and projects from all member agencies including San Joaquin County and the cities of Escalon, Lathrop, Lodi, Manteca, Ripon, Stockton, and Tracy. 

The Plan is available for download by chapter or as one file. Please note that some files are large and may take longer to download depending on your connection speed. All files are in Adobe Acrobat PDF format.

Under the law known as the California Environmental Quality Act (CEQA), SJCOG must prepare a program-level Environmental Impact Report (EIR) to inform citizens and decision makers of potential environmental impacts that could result from implementing the Plan. The final adopted Program EIR may be viewed here.
