One Voicesm Background:
Since 2000, the San Joaquin Council of Governments, the regional metropolitan planning organization, has coordinated
a delegation of policymakers, governmental officials and business leaders from San Joaquin County to call upon Congressional
representatives and administrative staff in Washington D.C. to discuss specific issues and projects of importance to our region.
Each year the group presents a targeted list of regional priorities, illustrating cooperation among the local agencies to secure
federal support. Projects have included transportation, transit, habitat conservation, economic development, water and education.
The One Voicesm trip provides opportunities for leaders in local government and business to join together to protect
and advance the region’s economic health and quality of life. The annual San Joaquin One Voice visit to Washington, DC is instrumental
in making our voice heard in our nation’s capitol. Our delegation includes leaders from across government and private industry coming
together to build coalitions and relationships for the betterment of the San Joaquin County region. To date, more than $54 million has
been generated to address critical needs for our region through One Voicesm.
The One Voicesm approach is positively recognized and viewed as a means of helping our elected federal representatives to prioritize
and shepherd needed projects through the federal budget process.
One Voicesm Community Partners:
The SJCOG is a Joint Powers Agency that represents the 7 cities within San Joaquin County, and the County of San Joaquin.
Our One Voicesm partners include: The cities of Escalon, Lathrop, Lodi, Manteca, Ripon, Stockton, and Tracy; and San Joaquin County.

Additional organizations and agencies have been invited to participate, and
the SJCOG welcomes all interested community agencies and organizations as
well.
How Projects Are Selected:
Each city within San Joaquin County, the county, the transit agencies, and the Port of Stockton are
invited to submit two to three projects to be considered for the regional priority project list. Non-profit organizations are also
eligible to participate in the process by acquiring an endorsement by a local jurisdiction. Approved projects are then submitted to
the San Joaquin Council of Governments Executive Committee for a recommendation to the full SJCOG Board for selection of the regional
priorities list.
