The Freeway Service Patrol (FSP) is a program run jointly by Caltrans, the California Highway Patrol and local transportation agencies such as San Joaquin Council of Governments. The program offers free service to motorists provided by privately owned tow trucks that patrol designated routes on congested urban California freeways Whether fixing a flat tire, towing a disabled vehicle to a safe location, clearing debris from a lane of traffic, or providing a gallon of gasoline to a motorist that has run out of fuel, the constantly patrolling FSP trucks find congestion-causing incidents and clear them quickly. This reduces delay for other motorists, maintains the capacity of our highway system and increases safety for motorists by clearing hazards that may cause secondary incidents. November 2006 marked a new era in data collection for San Joaquin FSP when tow drivers began using hand held PDA’s to record each incident - instead of marking printed forms by hand. San Joaquin is the second FSP program in the state to begin using this method of data collection. A website, www.sjfsp.org was also launched in November so that motorists who are assisted by the FSP - and wish to comment on their experience - can log on and fill out a short survey in English or Spanish. They also have the option of calling an 800 number where an operator will record their comments. The FSP program is performing above expectations and has been extremely well received by motorists on both SR 99 and on I-205 and funds have been set-aside in the Measure K renewal to expand current service at some future date.
