Disadvantaged Business Enterprise (DBE) Program
The SJCOG Board of Director's efforts to ensure equal opportunity includes participation in the California State Department of Transportation (Caltrans) Disadvantaged Business Enterprise DBE) Program which encourages women-owned, minority-owned, and socially and economically disadvantaged-owned businesses to participate in SJCOG purchasing and contracting opportunities.

The Caltrans DBE Program is carried out in accordance with the U.S. Department of Transportation, (DOT) Title 49, Code of Federal Regulations, Part 26. The San Joaquin Council of Governments has established a policy to ensure that DBEs, as defined in Part 26, have an equal opportunity to receive and participate in certain DOT – assisted contracts. The San Joaquin Council of Governments shall not exclude any person from participation in, deny any person the benefits of, or otherwise discriminate against anyone in connection with the award and performance of any contract covered by 49 CFR Part 26 on the basis of race, color, sex, or national origin.
