Planning & Environment

Transportation planning is tied inextricably to the impacts transportation improvements may have on the local environment. Understanding this relationship is vital to the successful development of a transportation system that is compatible with environmental goals. SJCOG takes this responsibility seriously, and is committed to ensuring compliance with State and federal planning and environmental requirements.

PLANNING PROJECTS

The Regional Transportation Plan (RTP) is a roadmap to guide the region's transportation development for a 20-year period. It is updated every three years to reflect changing funding pictures, evolving economic activity and growth pressures of the region, as well as to incorporate findings from corridor studies and major investment studies.

The Coordinated Human Services Transportation Plan is a new requirement of SAFETEA-LU, and requires the coordination of social service transportation services by representatives of public, private, non-profit, and human services transportation providers and includes participation by the public. Federal regulations require these plans to be in place before claimants can compete for certain Federal Transit Administration grants. The San Joaquin Regional Transit District (RTD) is the lead agency for developing the Coordinated Plan for the San Joaquin region.

Unmet Transit Needs (UTN)
UTN is a requirement of Transportation Development Act, Section 99401.5 and must be conducted prior to any non-transit allocations being made.

Bicycles and Pedestrians
The Measure K Bicycles and Pedestrians program allocates 1.3% of its total revenues over 20 years for bicycle facility projects within San Joaquin County. These projects may include improving existing bicycle facilities and/or planning, developing, and constructing new facilities.

ENVIRONMENTAL PROJECTS

The Program Environmental Impact Report (EIR) is part of the RTP process and fulfils the requirements of the California Environmental Quality Act. It is intended to inform decision makers, responsible agencies and the general public about the range of potential environmental impacts can could result from the implementation of the RTP.

The Air Quality Conformity Analysis document shows findings of air quality conformity that demonstrate compliance with federal conformity regulations. As the region's planning agency for transportation, SJCOG is required to demonstrate that transportation projects that receive state and federal funding will not adversely affect the region's air quality standards.
