I-5 North Stockton High Occupancy (HOT) Lanes Traffic & Revenue Study
The I-5 North Stockton HOT Lanes Traffic and Revenue Study builds upon
the work completed through the I-5 North Stockton Widening PA&ED and the
2009 Northern San Joaquin Valley Regional Ramp Metering and HOV Lane
Master Plan to support the financial feasibility of HOT lanes on I-5.
The Traffic and Revenue Study specifically analyzes the costs and
revenues of HOT lanes for project financing and freeway management. The
study will result in a preliminary traffic and revenue forecast to be
used by SJCOG to assess whether sufficient revenues could be generated
through tolling to fund the additional travel lanes as well as
operations and maintenance of the HOT facility.
The study will specifically:
1) Identify key regional and network considerations
2) Prepare HOT travel forecasts
3) Prepare HOT revenue forecasts
4) Analyze HOT lanes operations impacts and performance
5) Estimate capital, operating, and enforcement costs
6) Assess the overall financial feasibility of HOT lanes and
implementation issues

As part of the study, SJCOG and Caltrans have formed a Technical Working
Group comprised of representatives from local agencies and stakeholder
groups. The purpose of the Technical Working Group is to provide for and
promote the participation of these agencies in the completion of the HOT
lanes study including the refinement of the areas of study, development
of assumptions, and the review/comment of project work. The study is
scheduled to begin in August 2009 and be completed by December 2009.
