Regional Planning
SJCOG provides the regional framework to connect our land use to our
transportation systems, manage our population growth, preserve our
environment, and sustain our economic prosperity.
Intergovernmental Review
Under federal law, SJCOG is designated as the Regional Clearinghouse for
review of all submitted plans, plan changes, projects, and programs for
consistency with adopted regional plans and policies. Any project
involving transportation improvements is reviewed to determine whether
such improvements are included in the RTP.
PLANNING ACTIVITIES
Congestion Management Plan
SJCOG is currently revising the
Congestion Management Program for San Joaquin County. The revised
Congestion Management Plan will incorporate the congestion management
requirements adopted by SJCOG as a part of the Measure K Renewal
transportation sales tax program with an update of the 1996 San Joaquin
County Congestion Management Program.
Airport Land Use Commission
SJCOG serves the region as the
Airport Land Use Commission (ALUC) to
assure that surrounding land uses are compatible with the airports,
based on the Federal Aviation Administration’s recommended height, noise
and safety rules. The law requires that each County's ALUC prepare an
Airport Land Use Plan with a twenty-year planning horizon.
San Joaquin Regional Expressway Study
This Regional Expressway Study is intended to be a preliminary planning-level study to identify a system of expressway routes in San Joaquin County to
improve connections
between communities in the county, relieve congestion on freeways, and improve connectivity to adjacent counties in a cost-effective manner while supporting local land
use plans. This study focuses on expressway links between San Joaquin County communities, as well as to neighboring counties.
Rail Shuttle Study
Inland inter-modal facilities served by short haul rail shuttle
operations offer potential solutions to Northern California's increasing
need for better trade lifelines to Bay Area ports. The overall objective
of the rail shuttle concept is to take trucks off the freeways, with
expected improvements in congestion, reliability, and emissions.
San Joaquin Valley Express Transit Study
The eight counties of San Joaquin Valley have prepared this study to identify markets that can support
inter-county commuter express transit service within the San Joaquin Valley region, and between the San Joaquin Valley and its neighbors.
HOV/Ramp Metering
High occupancy vehicle lanes (HOV) and ramp metering are effective
operational tools for managing congestion on freeways and thereby
improving regional and interregional mobility. The purpose of this joint
Caltrans, SJCOG, and Stanislaus Council of Governments effort is to
develop a Ramp Metering and HOV Master Plan through system analysis and
political consensus, resulting in a product that all stakeholders will
be able to adopt and implement, in collaboration with State and local
partners.
SJCOG is conducting a I-5 North Stockton High Occupancy Toll (HOT)
Lane Traffic and Revenue Study to analyze the costs and revenues of HOT
lanes for project financing and freeway management. The study is
scheduled to begin in August 2009 and be completed by December 2009.

Measure K Smart Growth Element
The Measure K Renewal Expenditure Plan and Ordinance identify a minimum
of $65 million in federal transportation funding or Measure K funding to
be made available during the life of the Measure K Renewal program for
smart growth incentives to local jurisdictions in San Joaquin County.
These funds are available for infrastructure improvements that will
assist local agencies in better integrating transportation and land use
and to enhance infill development, neighborhood revitalization and
downtown improvements.
Port Access Study
The
Port Access Feasibility Study - Phase II
was a continuation of a
previous Port Access Feasibility Study prepared in September 2003. The
initial study looked at improving local roadways as a solution to meet
the projected increased traffic demands from the Port and local
industrial areas. The purpose of Phase II of this study was to ascertain
the feasibility of a State Route 4 extension west of the I-5/SR 4
interchange in conjunction with providing the necessary access to the
Port of Stockton.
Park and Ride Lot Master Plan
In October 2007, SJCOG adopted the
San
Joaquin County Park-and-Ride Master Plan
. This plan incorporates
corridor-level park-and-ride demand estimates for the next 10 years and
identifies potential lot locations for current and future development.
The plan has received Caltrans' endorsement and is supported by member
jurisdictions.
RTIP 2008
In January 2008, SJCOG adopted the
2008 Regional Transportation Improvement Program (RTIP)
for
San Joaquin County. The 2008 RTIP is a multi-year capital
improvement program of transportation projects on and off the State
Highway System. The California Transportation Commission (CTC)
adopted the
2008 State Transportation Improvement Program (STIP) at the May 2008
meeting. Several San Joaquin County projects were impacted with
funding changes due to the CTC's action on the 2008 STIP.
Regional Transit Systems Plan
In June 2009, SJCOG adopted the
San Joaquin County Regional Transit Plan . The RTSP covers a 20 year time horizon. Two key elements of consideration for
this update were improvement of inter-operator coordination and the development of a stronger,
more effective Interagency Transit Committee (ITC). The RTSP will also be used to assist with
Measure K Renewal Strategic Plan update.
