Why
Blueprint?
Background of the Blueprint
The San Joaquin Valley Blueprint process builds on similar successful
efforts conducted by several California regions over the past several
years. The eight counties that make up the San Joaquin Valley (San
Joaquin, Stanislaus, Merced, Madera, Fresno, Tulare, Kings, and Kern)
will each prepare individual Blueprints for their
county. As a partner, the San Joaquin Valley Air Pollution Control
District has contributed $500,000 to this effort. Representatives from
each of the counties will be working with the Great Valley Center to
assemble a unified Blueprint for the San Joaquin Valley.
The State’s Commitment to the San Joaquin Valley
In 2005, Governor Schwarzenegger established the “California
Partnership for the San Joaquin Valley” to focus attention and resources
on the Valley. The Partnership, composed of 26 appointed
members including Cabinet Secretaries, local elected officials, civic
leaders and liaisons to key policy bodies, believes that “the San
Joaquin Valley is California’s 21st Century Opportunity.” In November
2006, the Governor approved funding to jumpstart implementation of a
Strategic Action Plan—a significant commitment to working together for
the future of the San Joaquin Valley. The Blueprint Process, described
as a bottom-up approach to planning land use and transportation
involving the residents of the Valley, is one of the priorities listed
in the Partnership’s Strategic Action Proposal.
Blueprint Works
The Blueprint is a regional, cooperative and collaborative
process that addresses the Valley’s common opportunities and challenges.
The Blueprint works because it:
- Gives us more clout to get state and federal funding
- Helps us address vital, pressing challenges like air quality and
the economy that can’t be solved by individual counties
- Helps position the Valley as a future player in the global
economy
