Project
Valley Blueprint: What's New in San Joaquin County?
In December 2007, The SJCOG Board of Directors approved the local
Blueprint Vision and Values Guiding Document. This document is a
result of a year long process involving public outreach, community
workshops, citizen input, and local committee development and represents
the collective community vision of over 1000 San Joaquin County
residents. It will serve as the basis for the second round
of Blueprint Community Workshops.
The Phase I
Summary Report
summarizes and documents the first round of Blueprint workshops that
were held in March and April 2007. In total, 14 workshops were held in
various locations throughout San Joaquin County

Growth Scenarios
The starting point of the four scenarios was the baseline option which
takes existing housing, transportation, and land use development
patterns and extrapolates them out to the year 2050. From the baseline
three
Alternative Growth Scenarios
were developed. Each represents an order of magnitude change from the
baseline and were anchored on housing the projected 1.2 million new
residents of San Joaquin County in 2050.
Trade Offs
Each growth scenario estimates regional growth patterns over
time and there are tradeoffs between the Alternative Growth Scenarios
and the Baseline Growth Scenario. Click

Phase 2 Planning Process
The objective of the Phase 2 process is to reach consensus on a final
set of Guiding Principles and a Preferred Growth Scenario for San
Joaquin County. A series of community forums and workshops were held in
May and June and the draft
preliminary
results
and draft
recommendations
are available for review.
Draft Preferred Scenario
The final draft preferred Blueprint Scenario will represent a
'hybrid' of the three alternative Growth Scenarios. Note that the
Draft Blueprint
Scenario
performance as it is applied to the growth principles show values.
These values are very preliminary and will likely change as more
input is received through the outreach process and as more detailed
technical analysis is performed by staff.
Final Blueprint Product
When the final Draft product is presented to the SJCOG Board of
Directors in August 2008, it is expected to include the following
Table of
Contents.
Phase 3 Planning Process
Once completed, the Guiding Principles and Preferred Growth Scenario
will be used as part of the ongoing effort to prepare a Valley-wide
Blueprint which will cover all eight counties in the San Joaquin Valley.
Phase 3 Blueprint community outreach activities will begin in the fall
of 2008 and continue until the San Joaquin Valley Blueprint Summit In
February 2009.
