Phase II Blueprint Survey
Welcome!
You have a unique opportunity to help develop a preferred
transportation/land use/environmental planning vision for San Joaquin
County.
This draft preferred vision will be combined with the visions of
the Central
Valley Counties from Kern County in the south to San Joaquin County in
the north, to create a valley wide transportation/land
use/environmental planning vision.
Background
Developing the Blueprint Vision for San Joaquin County and the Valley represents
the synthesis of input received from numerous community-based workshops, special presentations,
and responses to this survey. The Blueprint's purpose is to involve
citizens and other stakeholders in the process of creating a land use,
transportation, and environmental vision of San Joaquin County through
the year 2050.
Phase I Results
The purpose of the Phase I workshops conducted last year was to: (a) educate participants
about the purpose of the Blueprint and (b) facilitate discussion and
collect input about participants' visions and values related to the
Region/San Joaquin Valley's future. The input received was used to
develop a set of
Vision and Values,
Goals and Objectives,
and
Performance
Measures and Indicators. This foundation of information was used to
construct a set of
Blueprint Guiding Principles.
Blueprint.......Why Now?
The State Department of Finance projects that the current population in
San Joaquin County of 680,000 will double by 2030, and will reach 1.7
million by 2050. The San Joaquin Valley is projected to reach 9.4
million by 2050. Whether this is realized, San Joaquin County and the
valley will be one of the fastest growing regions in the State and the
nation. With population growth, the challenge that our decision-makers
will face which will be inherited by our children and children’s
children includes:
- How and where will the future population live?
- Will there be a good balance of quality jobs to the housing
supply so that people have more choices to live and work in San
Joaquin County?
- Will future economic development efforts increase the
historically low per capita family income levels in San Joaquin
County?
- Can the individual cities maintain their geographic uniqueness?
Or will they blend together?
- How will people travel? What needs to be done to ensure that
the transportation system (e.g., highways and major roads) can
handle the increase in traffic? Will the public transit system
evolve to the point that people will become much less reliant on the
automobile?
- How much of our valuable agriculture lands will be used to
accommodate new growth?
- Will the integrity of the agriculture industry still exist?
- Environmentally, will health problems related to poor air
quality be better or worse in the future? Will the quality and
quantity of the water supply meet the demands of future growth?
Will the integrity of the San Joaquin Delta, the rivers, native
species and habitat be preserved?
Blueprint Implementation
In general, the 2050 Blueprint Vision is anticipated to be used by key
decision-makers as a planning tool to meet the challenges of
population growth as it pertains to sustaining a balance between
housing choices, job creation, maintaining/improving the
transportation roadway system, and creating more viable options to
travel other than the car, minimizing the impact of new development on
agriculture, and the environment such as air quality, water resources,
species and habitat.
