Measure K Renewal Strategic Plan Completion Schedule
The SJCOG Board is scheduled to adopt the Measure K Renewal Strategic Plan at their October 25th meeting. As identified in the Strategic Plan completion schedule, a Draft Strategic Plan is being prepared in August for review with the Strategic Plan Working Group at their August 23rd meeting. SJCOG staff will be convening a meeting of business and industry representatives in late August to help ensure that the project scopes and transportation programs in the Strategic Plan are developed to appropriately address planned business and industry development within San Joaquin County. SJCOG staff will also be convening a third meeting of the Smart Growth Subgroup to finalize elements of the Smart Growth Incentive Program that will need to be incorporated in the Strategic Plan.

In September the Draft Strategic Plan will be taken through the standing SJCOG committees with a SJCOG Board workshop on the Strategic Plan scheduled for the morning of September 21st. The day prior to the SJCOG Board workshop, SJCOG staff will be hosting a community meeting on the Strategic Plan to provide outreach to and seek input from the general public. Based upon the comments received from the standing committees, the general public, and the SJCOG Board in September, the Draft Strategic Plan will be updated and a Draft Final Strategic Plan will be taken through the standing SJCOG committees in October with final approval by the SJCOG Board targeted at their October 25th meeting.

At this time the transit program work for this initial plan is largely completed and it has been agreed with the Strategic Plan Working Group that the identification of the specific bus transit, bicycle, pedestrian, and safe route to school program projects will be completed over the next 18 months, concurrent with the update of local transit plans and the SJCOG regional transit systems plan. The Smart Growth Subgroup is on track for their share of the draft strategic plan and progress is being made on the Railroad Crossing Safety Program with key decisions and recommendations to be completed at the end of August. The Strategic Plan Working Group has seen and provided detailed comments on the state highway portion of the Congestion Relief Program, however, there is ongoing work with the local agencies to distribute funding across the regional arterial projects of the Congestion Relief Program.
